Surrey University Vice-Chancellor takes the reins at Engineering Council

Professor Patrick Dowling has taken over from Dr Robert Hawley as Chairman of the Engineering Council. His new position was confirmed at a meeting of the Engineering Council Senate in December.

Speaking on his appointment Professor Dowling, currently Vice-Chancellor of Surrey University, said: "I look forward to steering the remaining changes necessary to ensure that professional engineers and technicians registered in the UK continue to enjoy high national and international standing."

The Senate also discussed a number of issues relating to the transition of the Engineering Council into The Engineering & Technology Board, and the new regulatory body which is likely to be called the Engineering Council (UK).

The Senate voted to submit to the Privy Council the necessary Petition for a new Supplementary Charter to bring the Engineering Council (UK) into being.

The Engineering Council (UK) will give the engineering institutions direct involvement in regulating the profession. Commenting on this Professor Dowling, said: "The institutions already undertake the work of assessing individuals for registration, and education and training programmes for acceptability. Their full engagement with the auditing and standards-making functions built up by the Engineering Council means that public confidence in the professionalism of registered engineers can be assured, while institutions will be able to respond more effectively to changing academic and employment patterns."

Professor Dowling paid tribute to the enormous achievements of Dr Hawley, in gaining wide support for the creation of The Engineering & Technology Board, to build on the work of the former Engineering Council in promoting engineering and technology for the wider community.

Dr Hawley handed over the role of chairman of the newly-created ETB to Sir Peter Williams in January
